Oconee County Sheriff’s Office Arrests Westminster Man and Woman on Charges of Placing Children at Risk of Harm

(Walhalla, SC)-------------------------------------A Westminster man and woman remain in jail today, pending a bond hearing, after their arrest yesterday on charges of placing children at risk of harm.
26 year old Savannah Robyn Reed and 28 year old Blake Eric Cobb, both of Theo Martin Road, were booked into the Oconee County Detention Center at around 5:11pm and 5:16pm, respectively, on Wednesday, January 14th.
Both Reed and Cobb have been charged with four counts each of Unlawfully Placing a Child at Risk of Harm.
The Sheriff’s Office investigation began on Tuesday afternoon of this week after Deputy’s from the Uniform Patrol Bureau responded to the Theo Martin Road residence, which is between Westminster and Oakway, in reference to a welfare check on children at the residence.
The Deputy’s made contact with both Reed and Cobb. The Deputy’s checked the residence and observed unsanitary conditions inside. There were four children total inside of the residence.
Paramedics were called to the scene and the Department of Social Services was also contacted.
The investigation was turned over to an Investigator with the Criminal Investigations Bureau of the Sheriff’s Office. Investigators obtained a search warrant yesterday for the residence to continue to gather evidence in the investigation. Investigators also placed all four children into Emergency Protective Custody in order to place them in a safe environment.
Evidence obtained during the investigation of the residence revealed trash and old food throughout the residence, including food that contained mold, plus, bugs and insects inside of the residence.
The investigation revealed that some of the children at the residence appeared to be malnourished and did not have clean clothes to change into nor adequate bedding, blankets or pillows on their beds inside the home.
Further investigation also revealed that the children were not receiving adequate food or medical care.
According to investigators, all four children were evaluated at the hospital and only one child was admitted for further treatment and evaluation.
According to the arrest warrants, both Reed and Cobb are charged with placing the children they have custody and control of at unreasonable risk of harm by failing to provide adequate living conditions, necessary sustenance and medical care, which could affect the children’s life, physical or mental health and safety.
The Oconee County Sheriff’s Office is continuing its investigations. Due to the four children being victims in the investigation, and with the victims all being minors, the Oconee County Sheriff’s Office will not release any information that could, either directly or indirectly, identify the children in this investigation.
