Oconee County Sheriff’s Office Arrests Westminster Man on Charges Related to Sexual Assault Investigation

(Walhalla, SC)-------------------------------------A Westminster man remains in jail today, on a combined $75,000 surety bond, after his arrest yesterday on four charges related to a sexual assault investigation.

 

47 year old Billy Jack William Ramey was booked into the Oconee County Detention Center at around 9:20am Tuesday after his arrest by Deputies assigned to the Warrants Unit.  Ramey was charged with one count of Criminal Sexual Conduct with a Minor – 3rd Degree and three counts of Assault with the Intent to Commit Criminal Sexual Conduct – 2nd Degree.

 

The Sheriff’s Office began an investigation on June 5th of this year after a Deputy assigned to the Uniform Patrol Bureau spoke to a family member of two teenagers in reference to a reported sexual assault at an address near Westminster. 

 

The investigation was turned over to a Violent Crimes Investigator assigned to the Criminal Investigations Bureau. 

 

Based upon evidence obtained during the investigation, it was determined that Ramey had assaulted one of the victims by placing his hands under the victim’s shirt, with the intent to commit criminal sexual conduct, in the year of 2023.

 

According to the arrest warrants, Ramey assaulted the other victim twice in the year of 2022 by pushing the victim onto a bed, lying between the victim’s legs and blowing his breath onto the victim’s stomach area.  In 2023, Ramey assault the same victim by sliding his hands up the victim’s shorts, under the victim’s underwear and onto the victim’s private area.  In all three instances, Ramey committed the crime with the intent to commit criminal sexual conduct. 

 

The Oconee County Sheriff’s Office is continuing its investigation.  In order to preserve the

integrity of the investigation and that of the two minor victims’, the Oconee County Sheriff’s Office will not release any information that could, either directly or indirectly, identify the victims’ in this investigation.
