Oconee County Sheriff’s Office Arrests Westminster Woman on Kidnapping Charge

(Walhalla, SC)-------------------------------------A Westminster woman remains in jail today after her arrest yesterday on multiple charges related to an ongoing domestic disturbance investigation.

 

Bond was denied on charges of Kidnapping, Domestic Violence of a High and Aggravated Nature and Possession of a Weapon during Commission of a Violent Crime against 36 year old Rachel Marie Foster of Westminster.  Foster will appear before a Circuit Court Judge, at a later time, regarding her bond. 

 

Foster was booked into the Oconee County Detention Center at around 2:51pm Thursday by a Deputy from the Warrants Unit.  Foster was arrested by a Deputy from the P.A.C.E. (Pro-Active Criminal Enforcement) Team yesterday during a traffic stop on S. Highway 11 near Old Seneca Road. 

 

The Sheriff’s Office began an investigation early Thursday morning after Deputies from the Uniform Patrol Bureau responded to an address on Manor Road to speak with the victim, an adult male, who had left the incident location.  The victim told Deputies that Foster had pointed a firearm at him and did not allow him to leave a residence on Crooks Drive, which is near N. Retreat Road. 

 

Deputies did not locate Foster at the Crooks Drive residence as they continued their investigation.  Inside of the residence, Deputies did observe broken dishes and food thrown inside of the residence.  Deputies did speak with Foster over the phone in an attempt to continue to gather evidence in the investigation, however, Foster refused to meet with Deputies and eventually hung up the phone.

 

Based upon evidence obtained during the investigation, arrest warrants were obtained against Foster.  According to the arrest warrants, Foster pointed a gun at the victim, did not allow the victim to leave the residence, strategically placed chairs inside of the residence to prevent him from freely moving and made verbal threats against the victim.
