On August 29th, 2002, the body of Charles Ellis “Tubby” Raines was discovered in his home after a homicide in which he was shot to death. He was 45 years old.
Today, the Oconee County Sheriff’s Office continues to try to solve this case and is asking for the public’s help with tips and clues that could lead to arrest of the person or persons involved.
According to investigators, Mr. Raines was more than likely killed the day before he was found in his home at 299 Worth Street in Seneca, which is located off Highway 123 and behind the Town and Country Motel. Investigators say that robbery appears to be the motive in this case. Investigators also say that they feel that Mr. Raines knew his assailant or assailants and there appeared to be no forced entry into the residence. The home was not ransacked, according to investigators, and nothing appeared to have been taken from the home. Just like in many of the cases we have profiled thus far, there have been possible suspects and persons of interest in the case, but no arrests have been made and no one has been charged in this crime.
What makes this case perhaps unusual is the fact that Mr. Raines was in a wheelchair and investigators say that when he was shot, that he pulled himself from one room to the next.
