Narcotic Agents Arrest Five after Execution of Search Warrant Thursday Morning

(Walhalla, SC)-------------------------------------Narcotic Agents from the Oconee County Sheriff’s Office arrested five people on Thursday morning during the execution of a search warrant.

 

The Agents, along with Deputies assigned to the Warrants Unit and the Pro-Active Criminal Enforcement (PACE) team, executed the warrant at an address on Manor Road, which is near West-Oak Highway and halfway between Westminster and Oakway. 

 

The search warrant was obtained after Agents received complaints of narcotic distribution activity at the Manor Road address.  During the execution of the search warrant, Agents seized a quantity of Methamphetamine, Tramadol, Codeine, Dimethyltryptamine, Hydrocodone, Lortab, Adderall, Marijuana, Fentanyl and Psilocybin during the search warrant execution yesterday. 

 

At this time, all five people arrested remain in jail pending bond hearings on the charges obtained as a result of the search warrant execution. 

 

The five people who were arrested, and their charges, are as follows:

 

· 48 year old Charles Lee Hightower of Manor Road in Westminster.

Hightower was booked into the Oconee County Detention Center at around 11:21am on Thursday, January 15th

Hightower was charged with one count of Possession with Intent to Distribute Methamphetamine, two counts of Possession of a Controlled Substance (Tramadol and Codeine) and three counts of Possession of a Schedule II Narcotic (Dimethyltryptamine, Hydrocodone and Lortab) as a result of yesterday’s search warrant.    

Hightower was also served with two additional arrest warrants on charges of Distribution of Methamphetamine and one count of Distribution of Fentanyl in relation to the distribution of narcotics to an undercover operative working at the direction of the Sheriff’s Office in 2025.  Hightower was given a combined $15,000 surety bond on the additional arrest warrants. 

Hightower will be required to wear an electronic monitoring device, as a condition of bond, should he be released from jail. 

 

· 44 year old Andrew David Holbrooks of Red Bird Ridge in Walhalla.

Holbrooks was booked into the Oconee County Detention Center at around 11:29am on Thursday, January 15th.

Holbrooks has been charged with one count of Possession of Fentanyl as a result of yesterday’s search warrant.

 

· 40 year old Ivey Joan Andrus of Jack Pelfrey Road in Westminster. 

Andrus was booked into the Oconee County Detention Center at around 11:33am on Thursday, January 15th

Andrus was charged with one count of Possession of Fentanyl and one count of Possession of Methamphetamine as a result of yesterday’s search warrant.  

 

· 42 year old Carmen Nicole Shook of Manor Road in Westminster. 

Shook was booked into the Oconee County Detention Center at around 11:37am on Thursday, January 15th

Shook was charged with one count of Possession with Intent to Distribute Methamphetamine, two counts of Possession of a Controlled Substance (Tramadol and Codeine), three counts of Possession of a Schedule II Narcotic (Adderall, Hydrocodone and Lortab) and one count of Possession of Marijuana as a result of yesterday’s search warrant.      

 

· 34 year old Chelsea Ann Parrish Butler of Kingwood Circle in Franklin, North Carolina.

Butler was booked into the Oconee County Detention Center at around 11:48am on Thursday, January 15th

Butler has been charged with one count of Possession of Fentanyl and one count of Possession of a Schedule I narcotic (Psilocybin) as a result of the yesterday’s search warrant. 

Butler was also served with two outstanding Magistrate Bench Warrants. 

 

The Oconee County Sheriff’s Office is continuing its investigations.
