Oconee County Sheriff’s Office Announces Additional Arrest in Drug Round-Up

(Walhalla, SC)---------------------------------The Oconee County Sheriff’s Office is announcing today an additional arrest in the first drug round-up of 2025.  The Sheriff’s Office began the operation with a meeting and briefing at 8:30am on Wednesday, October 1st.   

 

    The Sheriff’s Office obtained 35 arrest warrants on 23 persons.  The arrest warrants were obtained based on controlled purchases of narcotics by undercover operatives working at the direction of the Sheriff’s Office.  The narcotics purchased during the controlled buys were Fentanyl, Methamphetamine and Prescription Medication.  Arrest warrants for Criminal Conspiracy were also obtained against two subjects.  Five additional arrest warrants were also obtained for narcotics seized during arrests made earlier this month.   

 

     As of 10am today, thirteen persons have been arrested so far or were already in jail at the Oconee County Detention Center and have been served their arrest warrants in direct relation to the drug round-up.  The name of latest arrestee is as follows: 

 

· Jayquan Nathaniel Goodine

34 years old

S. Walnut Street, Seneca, SC

Possession with Intent to Distribute Methamphetamine – 1 count

Criminal Conspiracy – 1 count

Goodine was arrested on Tuesday, October 14th, 2025 and booked into the Oconee County Detention Center at around 2:39pm.  At this time, Goodine remains in jail on a combined $35,000 surety bond.


The following persons, who have also been charged in the round-up, are currently incarcerated outside of Oconee County, according to Narcotics Agents.  The following persons will be served their warrants at a later time:

 

· Kerrie Cheyenne Boggs

Marv’s Drive, Walhalla, SC  

35 years old

Distribution of Methamphetamine – 1 count

Boggs is currently incarcerated in the Anderson County Detention Center 

 

· Bryan Lance Roach

Flat Shoals Road, Walhalla, SC

25 years old

Possession of Fentanyl – 1 count

Giving False Information to Law Enforcement – 1 count

Roach is currently incarcerated in the Pickens County Detention Center

 

· Shawn Lee Foote, II

Ames Street, Seneca, SC

26 years old

Distribution of Methamphetamine – 1 count

Foote II is currently incarcerated in a South Carolina Department of Corrections Facility

 

· Joe Navarro, III

Dr. John’s Road, Westminster, SC

43 years old

Trafficking in Methamphetamine – 2 counts

Distribution of Methamphetamine – 2 counts

Navarro, III is currently incarcerated in a South Carolina Department of Corrections Facility

Distribution of Methamphetamine – 1 count

 

· Candace Haley Blackwell     

24 years old

W. Bryant Road, West Union, SC

Distribution of Fentanyl – 1 count

 

· Susan Marie Smith

47 years old

W. Main Street, West Union, SC  

Distribution of Methamphetamine – 2 counts

 

· Joshua Blake Gray

36 years old

Crane Road, Westminster, SC
